The contract, which will cover both the leisure and business markets, is intended to create a strong brand for the region and will include the design and creation of promotional materials.
The county council is planning a series of campaigns next year.
The pitch is being co-ordinated by Staffordshire County Council Development Services, following a listing on the Official Journal of the European Union.
The county council will draw up a list of agencies from those that register interest and is expected to hold a pitch, with at least five agencies vying for the business.
The region that will be marketed covers attractions including the Peak District and Alton Towers.
